In 2016, the Copyright launched a new online system for registering DMCA agents. The new system is fantastic. Unfortunately, the Copyright Office also issued new regulations that are less than fantastic. In this video, we take a look at a bizarre requirement that is forcing many businesses to file what is known as post office box petitions.

The Copyright Office may well agree with the objections. While the instructions for preparing a post office box petition read as rather restrictive, the legal counsel ruling on the petitions at the Office appears to take a somewhat liberal view in granting the requests. In the two-plus years, the system has been up, we’ve never had a client who had their petition rejected – not a single one.
Perhaps the most significant obstacle with petitions is timing as mentioned in the video. The process can take three to five weeks. The issue isn’t so much the pace of work at the Copyright Office, but security issues. Such precautions are news to many people who do not realize that any snail mailings to government agencies go through a ten to 14-day screening process. The reason? The security forces must check for toxic substances such as anthrax.
